EBT POS system and SNAP acceptance

An EBT POS system has to know which items are SNAP eligible and split a basket automatically, so benefits cover the eligible portion and another tender covers the rest. Counter Club sets it up inside the register rather than beside it.

What does an EBT POS system have to do?

Know which items are eligible and enforce it at the register. An EBT POS system splits a basket automatically so eligible items draw on SNAP benefits and everything else falls to another tender, without the cashier sorting it by hand. The mixed-basket walk is split tender on EBT. At a gas c-store the same rule is inside food, not the pump: EBT at a gas station.

  • Item-level eligibility flags, maintained as your catalogue changes
  • Split tender in one transaction, EBT for the eligible portion and card or cash for the rest
  • Reporting that can show EBT sales apart from card sales

How do store owners get authorized to accept SNAP?

Through USDA Food and Nutrition Service. All authorized SNAP stores must use EBT equipment and transaction services. New stores start with eligibility, program rules and the application process on the FNS retailer page, retrieved 2026-09-13. Application help is the SNAP Retailer Service Center at 1-877-823-4369.

You cannot accept SNAP until FNS authorizes the store. After the permit exists, the processor can program EBT on the register. Integrated versus standalone hardware is the next section, not a substitute for the permit.

What is an EBT machine and do I need a separate one?

Two routes exist. An integrated setup runs EBT through your main POS, so eligibility and split tender happen inside the ordinary sale. A standalone EBT terminal sits beside the register as a separate device.

A standalone terminal may cost less to start, but it can add manual basket sorting and separate reconciliation. An integrated setup may cost more up front while reducing those steps. Compare the written quote with your SNAP transaction volume, cashier time and correction rate instead of assuming either route pays for itself.

What TotilPay and Square publish about EBT

TotilPay Register pricing, retrieved 2026-09-13 from totilpay.com/totilpay-register/totilpay-register-pricing, lists retailers at $49.95 a month plus $129 for the initial card reader, or $479.90 a year plus that $129 reader. That page says Register is for iOS 16 or later and is not available on Android. Those are TotilPay's published figures that day, not a Counter Club quote.

Square's our-fees page, retrieved 2026-09-13 from squareup.com/us/en/payments/our-fees, lists in-person EBT for SNAP-eligible items at 1.8% plus 5 cents. A product page does not replace FNS authorization. Confirm the hardware, state availability and current written terms before you tell a customer you take food stamps.

Counter Club's job is the integrated register after the permit exists: eligibility flags in the item file and one split tender. The TotilPay and Square pages are useful as named alternatives to test against that same basket, not as substitutes for FNS.

How should you reconcile EBT?

Ask FNS and your processor how EBT deposits appear next to card deposits. Do not assume they land in the same batch or on the same day as card sales.

Until that is written down for your account, treat EBT as its own close-out line so a mismatch does not look like a missing card batch.

How does this fit with the rest of the counter?

EBT eligibility is one of several item-level rules a small store has to enforce at once, alongside age restriction on tobacco and beer and tax treatment on prepared food. A register that handles one but not the others will still put the work back on the cashier.

The full picture is on our convenience store POS page and our grocery store POS page, and keeping the eligibility flags right as your catalogue changes is an inventory management job.

Questions merchants ask about this

Which items are SNAP eligible?

USDA sets SNAP-eligible food rules. Check the current FNS retailer guidance for your store type rather than treating a vendor demo as the rulebook.

Can a customer split payment between EBT and a card?

Yes, and a properly configured system does the split automatically rather than making the cashier work it out.

How long does authorization take?

FNS does not publish a guaranteed number of days on the retailer page we retrieved. You cannot accept SNAP until FNS authorizes the store. Start at the FNS retailer page.

Do EBT funds arrive with my card deposits?

Ask FNS and your processor how those deposits appear. Do not assume they match the card batch.

What happens if my authorization is withdrawn?

That is a matter between the store and FNS. Keep stocking records and transaction history in order, and follow the current FNS retailer instructions for your account status.
