EBT at a gas station is SNAP at the inside register, for eligible food. It is not a fill-up. USDA’s retailer notice on ineligible items (retrieved 2026-09-16 from fns.usda.gov/snap/retailer/training/notice/ineligibles) lists gasoline with hot food, alcohol, and tobacco: do not take SNAP for it. We set the inside flags. We cannot authorize the store. FNS does that.
What SNAP can pay for at a gas c-store
Packaged grocery, milk, bread, and other eligible food inside, if the store is FNS authorized and the item is flagged. A sandwich from the warmer is hot food. Beer is alcohol. Cigarettes are tobacco. Fuel is gasoline. Those four stay off the EBT card even when the customer is in a hurry.
The customer can still buy them. They pay cash or a card. That is the same split as a grocery mixed basket. Split tender on EBT is the ticket. What you cannot sell on SNAP is the item list.
You cannot accept SNAP until FNS issues the permit. USDA’s new-retailer factsheet (retrieved 2026-09-16 from fns.usda.gov/snap/ebt/new-retailers-factsheet) is that path. The pump does not skip it.
Why the pump cannot take SNAP
Pay-at-pump is a fuel authorization before the amount is known. SNAP is a food benefit with a PIN, eligible-item rules, and a receipt that has to show the SNAP amount and remaining balance. Those are different tenders. Do not promise a customer they can swipe EBT on the dispenser.
If your branded fuel agreement talks about payment at the pump, read it. That agreement does not override FNS. Gas station POS is the forecourt and the inside register in one file. EBT lives on the inside side.
A pending hold on a credit card at the pump is a different complaint. That walk is whether a $150 pending charge is normal. Do not mix it with SNAP.
How the inside register has to split a c-store basket
Milk, a soda, a lighter, and a lottery question in one rush. SNAP pays the eligible food. The lighter is non-food. Lottery stays on the state terminal. Age still fires on beer and tobacco. If the item file only has one SNAP toggle for the whole store, the cashier will override, or the sale will fail.
EBT POS is the equipment after the permit. Square’s EBT help describes their split on Square hardware. That is one vendor. Ask any vendor, including us, to ring eligible food and a non-food item in one inside sale, then show the receipt.
Hot food from the roller grill is the usual miss. FNS says do not take SNAP for it even when the customer asks. Flag it.
What to test before you tell a customer you take EBT
Ring eligible food only, inside. Then a mixed basket. Then try to put a prepay fuel amount on EBT and confirm the register refuses it. Train the words: food inside, not the pump.
If you run a waiver state that blocks soda on SNAP, that is a second flag on the same inside file. SNAP junk food ban is that layer. Fuel is still out either way.
We configure the inside item file, ship the hardware, and stay on the phone through the first busy shift. Setup is remote. We are not a bank and not FNS.
Frequently asked questions
Can someone pay for gas with SNAP? No. Gasoline is not eligible. Inside eligible food can be, if you are authorized.
Does every gas station c-store take EBT? Only if FNS authorized that location and the inside register is programmed. Do not assume the pump brand includes it.
Can EBT pay a car wash or a lottery ticket? Lottery is a separate terminal. A car wash is not eligible food. Keep them off the SNAP ticket.
